The global and Canadian economies were recovering well in 2021 from the pandemic shutdown period. The combination of effective vaccines and treatments for COVID, plus exceptional monetary and fiscal stimulus, had permitted the gradual reopening of the economy and a return to a positive growth pathway for output and employment.

However, the combination of supply chain bottlenecks and a spike in energy prices largely due to the Russian invasion of Ukraine has led to soaring inflation in Canada and around the globe. Central banks were also slow to respond to the inflationary threat, exacerbating the situation.

The current economic outlook thus faces many complications and risks. Key questions include:
  • When will inflation peak? How high will interest rates need to go to contain the inflationary pressures? And when can we expect inflation to begin to recede?
  • Will rising interest rates hold back the recovery and even create conditions for a recession in Canada, the U.S. and elsewhere?
  • What is happening with housing and equity markets, and related asset prices?
  • Are there other longer-term challenges that will influence the growth capacity of the economy?
